‘consistent with, and subject to, relevant international provisions, including article 2 of the European Convention on Human Rights; further reiterates that all legal routes, including criminal investigation, coroners inquests, civil actions and public inquiry must continue to be available to victims and survivors; acknowledges the commitment of the Government of Ireland to the implementation of the Stormont House Agreement framework including establishing the Independent Commission on Information Retrieval; notes the Criminal Justice (International Co-operation) Act 2019 which permits coroners in Northern Ireland to access information from members of an Garda Síochána; requests that the Garda Síochána Ombudsman Commission (GSOC) reconsiders its decision not to investigate the murder of Ian Sproule; calls on the Government of Ireland to provide GSOC with the statutory authority and legal powers to consider relevant historical cases; and further requests that the Government of Ireland details the actions taken arising from the recommendations in the Smithwick Tribunal Report and around allegations of collusion generally. |

‘human rights compliant legal routes to justice for innocent victims; condemns the longstanding failure by government and police oversight bodies in the Republic of Ireland to address substantive allegations of collusion in atrocities committed by the IRA; notes with deep concern the refusal by the Garda Síochána Ombudsman Commission to commission an investigation in the case of Ian Sproule, who was murdered in 1991; opposes the preconditions set by the Irish Government for exchanging information integral to legacy investigations; and calls on the Irish and British Governments to fulfil their obligations under international human rights law to provide effective investigations into claims of state collusion in acts of terrorism and facilitate timely access to justice and truth for affected victims and their families.’ |

‘recognises the failure of the Stormont House Agreement legacy process to cater for the tens of thousands of victims who were injured but not involved in fatal incidents; further recognises the significant number of deaths and injuries that resulted from the IRA’s ability to launch cross-border raids on targets in Northern Ireland from the Republic of Ireland; condemns the longstanding failure by government and police oversight bodies in the Republic of Ireland to address substantive allegations of collusion in atrocities committed by the IRA; notes with deep concern the refusal by the Garda Síochána Ombudsman Commission to commission an investigation in the case of Ian Sproule, who was murdered in 1991, and the failure of successive Dublin Governments to deliver on promises of co-operation made regarding the 1976 Kingsmill Massacre investigation; opposes the preconditions set by the Irish Government for exchanging information integral to legacy investigations; and calls on the Irish Government to fulfil its obligations under international human rights law to provide an effective investigation into claims of state collusion in acts of terrorism and facilitate timely access to justice and truth for affected victims and their families.’
